An HTTP cookie is a small piece of data sent from a website and stored on the user's computer by the web browser while the user is surfing. If your site doesn't have a "Privacy and Cookie Policy" and a banner that pops-up whenever a person enters it, you may risk very high fines, especially if you have embedded 3rd party plugins like Facebook Like, Twitter, Google Adsense ads and so on. Only technical cookies are not compulsory to be noticed.
